Bloor Homes is preparing an outline planning application for submission to Stratford-on-Avon District Council for a proposed residential development and a large new community park on Land West of Shottery, Stratford-upon-Avon.
The site lies immediately west of the new Shottery Western Relief Road which is nearing completion and Bloors' neighbouring residential development of Shottery View, which is under construction. The site is within walking distance to a new primary school, local centre (to include convenience retail units), GP Surgery, and Shottery Community Park which is being delivered as part of the Shottery View development.
The proposed residential development would comprise around 580 new homes, 35% of which would be affordable homes, of a mix of sizes and tenures reflecting local demand and needs. A key element of the proposals is the creation of a 'West Shottery Park' extending to over 20 hectares and providing a significant new social and environmental asset for the town.
This website provides initial details on the proposed development and the opportunity for you to provide your comments prior to the submission of a planning application. We welcome your views, which can be provided via the on-line Feedback Survey at the base of this page.
The Community Park
The proposed development includes over 20 hectares for a new 'West Shottery' community park for Stratford-upon-Avon, equating to approximately 40% of the entire site.
Our vision is to provide a distinctive, high-quality park for the existing and future communities of Shottery and the Town as a whole. It will provide an extension to the Shottery Community Park which is being delivered as part of Shottery View with seamless connectivity and linkages.
It is recognised that there is a distinct lack of publically accessible green space to the west of Stratford upon Avon. Bloor Homes would like to work with the local community to establish what would be a key new asset for the town, and create a dedicated area of accessible open space.
The community park will incorporate existing mature trees and boundary vegetation, substantial areas of new woodland, tree and hedgerow planting, wildflower meadows, a potential community park cafe, open space for informal recreation, sustainable drainage systems, wetland habitats, as well as the provision of a variety of play, recreation areas and allotments.
It is intended that provision of this new community park will contribute towards enhancing biodiversity and the health and well-being of local residents. It will respect and enhance the character and heritage assets of Shottery whilst delivering an attractive and accessible new community greenspace. The development's landscape proposals will provide ‘high quality' Green Infrastructure which takes advantage of its rural edge context and landscape setting. It will at its heart create a Green Lung around which will radiate, with ‘Greenways' or green corridors connecting this new green space to Shottery and out to the wider countryside and strengthening existing biodiversity habitats as it does so.
Our Vision
Our vision for the site is to create a high-quality, landscape-led, sustainable mixed-use development which appreciates and effectively assimilates with the site's surrounding context.
At this stage, Bloor Homes is preparing an outline planning application for what would likely comprise around 580 new homes and a large new community park, together with the necessary supporting infrastructure and associated landscaping.
The focus of the masterplanning approach is to create a clear identity for the site in the way the new homes are designed and arranged in layout; the attractiveness and accessibility of the community park; the seamless integration with the surrounding landscape and the accessible, complementary relationship with neighbouring Shottery and the rest of the Town. Movement and connectivity through the site are key design priorities.
Our aim is to create a walkable neighbourhood with safe and pedestrian friendly streets. New footpath and cycle links are proposed leading to nearby facilities, the new park and onward to other destinations in the town centre.
As well as engaging with the local community, Bloor Homes has held pre-application discussions with Stratford-on-Avon District Council, Warwickshire County Council and Stratford-upon-Avon Town Council in order to inform the emerging proposals.

Site Details
The site is located immediately west of Stratford-upon-Avon, approximately 2.8km from the town centre. The land is currently in arable agricultural use, totalling approximately 49 hectares. Public footpaths run through the site including connections with Bloor's neighbouring Shottery View development.
The site lies immediately west of the new Shottery Western Relief Road (which will link the A46 to the B439 Evesham Road and is nearing completion) and Bloors' neighbouring residential development of Shottery View, which is under construction. The site is within both walking distance to, and will be connected by existing and new footpaths to a new primary school, local centre, GP Surgery and the Shottery Community Park which is being delivered as part of Shottery View.
Adjoining the north of the site, along the A46 'Alcester Road', is IM Properties' approved employment development known as the Stratford 46 Business Park, for which site prerparation has commenced and development opportunites are currently being marketed.
To the south, lies a collection of buildings and residential properties associated with Hansell Farm along with a small number of paddocks . Beyond these paddocks and fields is a small copse and further residential properties facing onto the Evesham Road.
To the west of the site is open countryside rising up to Bordon Hill which forms a locally distinctive ridgeline, beyond which lies the settlement of Drayton and an extensive solar farm.
Masterplan
The Framework Masterplan has been designed to respond to the site's constraints and opportunities and the surrounding built and natural environment. At this stage, the key elements of the indicative framework masterplan include:
- Around 580 new homes of which 35% (around 200 dwellings) would be affordable to include rental and shared ownership properties.
- A large new community park for Stratford-upon-Avon. The 'West Shottery' Park would equate to around 20 hectares and could potentially include a community park cafe, informal trails, new woodland, wildflower meadow planting, play and recreational areas and potentially allotments.
- Extensive green Infrastructure, structural planting and attenuation basins.
- Direct pedestrian and cycle connections onto the Alcester Road and into the neighbouring 'Shottery View' development, with onward access to a local centre, primary school and GP Surgery and the wider social and community facilites of the Town Centre.
- A network of new cycle and footways (formal and informal) through the proposed public open spaces along with retained Public Rights of Way.
- A new vehicular access off the Shottery Western Relief Road to serve the development with new controlled crossing points for pedestrians and cyclists.
Design & Placemaking Principles
The Framework Masterplan has been developed with careful consideration to the design policies of Stratford-on-Avon District Council but also the key characteristics of the National Design Guide. The key design principles are as follows:
- Ensuring a strong relationship with the surrounding landscape, the existing context and settlement edge, linking the new development to the town with a distinctive community park which will adjoin the existing Shottery Community Park.
- Delivery of a sensitive and well-designed development that respects the relationship and setting of the nearby heritage assets such as Anne Hathaway's Cottage, and the local and wider landscape character.
- Establishing a new green edge for Shottery along the southwest development boundary, whilst responding sensitively to retain the key views from heritage assets and maintaining a wide swathe of open ground in areas of visual sensitivity.
- Creating a permeable pattern of built form with a connected layout of functional and well-designed streets. This will provide easily accessible paths, recreational routes and green corridors that provide movement for people and wildlife around the Site, with a particular emphasis on pedestrian and cyclist connectivity to the surrounding area.
- Orientating the new built development within a green and blue infrastructure framework which delivers ecological and recreational enhancements through the planting of woodland, new trees and hedgerows and creating areas of open space for play and recreation.
- Adopting an appropriate building form, scale and height of new homes that reflect the local character of buildings found within Shottery, whilst also embracing modern approaches to design and sustainability.
Technical Approach
Technical and supporting work has, and will continue to be undertaken to inform and influence the emerging proposal.
Sustainable Design
Bloor Homes are committed to ensuring that all their developments help address the climate change emergency through a commitment to provide high-quality and sustainable design.
The proposed development will be postively designed, incorporating measures to deliver energy efficient and low carbon buildings to exceed the requirements of Building Regulations and meet the 2025 Future Homes Standard. This will be achieved through the implementation of the following measures:
- Improved energy efficiency through careful building siting, design and orientation;
- Improved building fabric efficiency to reduce the demand for heat and power through a well-insulated, energy efficient building fabric and services;
- Design to promote passive solar gains, maximise natural daylight, sunlight and ventilation;
- Photovoltaic panels to be installed to all new homes.
- High efficiency lighting and specification of high energy efficient equipment;
- Use of low carbon renewable energy systems such as Air Sourced Heat Pumps to provide low carbon heating within a gas free development;
- EV Charging points to all dwellings.
The proposed development will also be designed to ensure the buildings are resilient to the effects of climate change and will incorporate the following key design measures:
- Measures to manage surface water, including Sustainable Drainage Systems (SUDs);
- A range of water efficiency measures, including low flow fittings such as taps and showers, to reduce water consumption;
- Measures to reduce any potential overheating in buildings through minimising heat generation and consideration of active and passive cooling measures.
Transport
A key focus for the proposed development is to ensure a well-connected and accessible development for active travel (e.g. walking, wheeling, and cycling, etc.), with access provided on multiple boundaries of the site to aid connectivity to existing areas and facilities. Some of the proposed active transport routes, known as 'Greenways' will connect to the existing Public Rights of Way (PRoWs) which run through the site, and development will protect and enhance the PRoWs for their intended purpose of providing active transport links to the countryside. The proposed Greenways will also provide direct access to the nearby Primary School, local centre and medical centre to be constructed on Shottery View. One of these routes will connect to the Stratford 46 employment development to the north; providing a desirable option for residents of both the site, and the wider town of Stratford-upon-Avon who work at the employment site, to make their trips to and from work via active transport modes.
The proposed development has potential to fund improvements to the wider offsite active travel network, bringing benefits for those who currently live and work in the area as well as for future occupiers and users of the development. This will help to realise the aspirations of Warwickshire County Council for Stratford-on-Avon as set out in their Local Cycling and Walking Infrastructure Plan in making the most of opportunities to support more walking and cycling routes within the District.
The site will be connected by public transport and as part of the work to accompany the planning application, a comprehensive and phased strategy will be developed and secured. This will include enhancements and extension of existing services and the potential for extensions to bus services, resulting in an enhanced public transport network for both the site, and the town of Stratford-upon-Avon as a whole.
The main vehicular access is to be provided via a new junction onto the Shottery Western Relief Road. This will provide vehicular access for the entire development. All access points will be designed in accordance with relevant local and national design guidance and will comply with a road safety audit process to ensure the design is appropriate and safe for use.
A comprehensive Transport Assessment will be prepared to accompany the planning application in close discussion with Warwickshire County Council (responsible for the local highway network) and National Highways (responsible for the strategic highway network). This will assess the impacts of the proposed development and establish the requirements for any local offsite improvements which may be required to ensure the development does not have an unacceptable impact. The application will also be accompanied by a detailed Travel Plan to manage travel demand and encourage uptake of sustainable travel modes in place of private car travel.
Heritage
Archaeology
An archaeological desk-based assessment and geophysical survey have been carried out, which identified a single sub-circular ring ditch feature in the northern part of the site which may be Prehistoric in date. The geophysical survey has also recorded anomalies indicative of ridge and furrow agricultural cultivation, as well as former boundaries and tracks across the entire site which has demonstrated that the site formed part of a rural hinterland to the settlement during the medieval, post-medieval and modern periods.
A programme of targeted archaeological evaluation will be carried out to support a future planning application and, if the evaluation has positive results, a programme of mitigation excavation and recording will be secured as a condition of planning permission.
Built Heritage
There are a number of designated assets to the east of the site, including the Shottery Conservation Area, Anne Hathaway's Cottage, Burman's Farmhouse, a group of designated assets at Hathaway Hamlet and Anne Hathaway's Cottage registered park and garden. Further afield, the Grade I listed Church of the Holy Trinity and a Grade II listed obelisk are noted.
The proposed Community Park in the southern half of the site, along with proposed sensitive massing, heights and colour palettes of proposed development in the northern part of the site, will assist in preserving the semi-rural feel of the Shottery Conservation Area and will provide a substantial landscape buffer for designated assets to the east.
Drainage and Flood Risk
The Environment Agency's (EA) Flood Map for Planning shows the Site to be located entirely within Flood Zone 1, which is land considered to be at a low probability of flooding from rivers or seas. The nearest river to the Site is Shottery Brook, located approximately 480m east of the site. The Site is located approximately 450m west and raised over 13m above the nearest Flood Zone 2 and 3 extents.
The EA's mapping also shows an existing low to high risk surface water flow route in the north of the Site shown to originate from the east. However, there have been significant changes to the local topography since the EA's mapping was produced, notably the construction of the Shottery Western Relief Road and the neighbouring residential development being constructed at Shottery View. The relief road effectivley cuts off the existing flow route to the site from the east, such that the contributing catchment to the surface water in the north of the Site now largely originates from within the Site itself.
Sustainable Drainage Systems (SuDS) will be included within the development to address the surface water risk originating within the site. This will also ensure there is no increase in surface water and subsequently no detriment to downstream recipients of surface water. Attenuated surface water storage will be provided and sized to accommodate the additional runoff generated by the proposed development and the predicted increase in rainfall associated with future climate change predictions. The development will be designed to ensure that the development will not increase downstream flood risk and offer a reduction in peak flows leaving the site during large storm events.
The Site is also considered to be at a low risk of flooding from artificial sources including canals, sewers, reservoirs and large waterbodies.
A detailed Flood Risk Assessment and a Sustainable Drainage Statement will be submitted as part of the planning application.
Additional Technical Matters
Additional disciplines are being assessed and will further inform the development proposal. This includes matters such as Landscape, Arboriculture, Ecology, Noise Impact and Air Quality. A comprehensive suite of technical documents will accompany the outline planning application being prepared for submission to Stratford-on-Avon District Council.
